Too Much Liberty

If a state kept a man awaiting trial in solitary confinement, his hands and legs shackled whenever his lawyers visit,  and took away his glasses which he needs to be able to see, inspected him in his cell every five minutes and made him strip to his underpants frequently as well as forbidding him to sleep in the day time in his solitary confinement I guess you would expect that the state would be dealing with someone like the fictional Hannibal Lecter, who was mad, ruthless and wicked.
