Section 44 of the Terrorism Act

Governments, particularly governments that have been in power for long periods, forget that they are the servants of the people and not the masters of the people, and that the only reason for ceding personal sovereignty to governments is for the governments to protect people, not to oppress them in the name of protecting them.

Alan Johnson is a member of the present Government of the United Kingdom. He is the Home Secretary, which in other countries would be treated as a kind of Minister of the Interior – a sinister sounding title which to British ears brings shades of Soviet and Nazi totalitarianism.
